JOB SUMMARY

The City of Frederick’s Wastewater Treatment facility is responsible for the treatment of the City’s wastewater to reduce nutrients and solid wastes from wastewater.  As Operator II – Wastewater Treatment, the incumbent will complete operational, mechanical, and custodial work needed to perform wastewater treatment, sludge processing, and disposal equipment while controlling  the flow and processing of wastewater within the wastewater treatment plant.  Duties include reading and interpreting meters and gauges that monitor the purification process and operation.  The incumbent will use this information to control the pumps, valves, and generators that move the wastewater through the treatment processes and dispose of the waste materials.

Because the wastewater treatment plant operates 24-hours a day, the incumbent must have the flexibility to work varying 8-hour shifts which include night, weekend, and holiday work schedules.  This individual may be required to work alone and must have the ability to work effectively with minimum supervision.

The incumbent must occasionally respond to emergencies as required throughout the Department of Public Works.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES

§  Know and understand the National Pollutant Discharge Elimination System (NPDES) permit program and all the requirements to maintain compliance with the program.

§  Monitor control panels and adjust valves and gates manually or by remote control to regulate the flow of wastewater

§  Observe variations in operating conditions and interpret meter, and gauge readings and test results to determine optimum plant operations

§  Start and stop pumps, engines, and generators to control flow of wastewater through filtering, settling, aeration, and sludge digestion processes

§  Maintain log of operations and record meter and gauge readings in written form or via computer

§  Have a working knowledge and ability to use computer hardware and software

§  Collect wastewater samples and conduct laboratory tests on these samples

§  Perform preventative maintenance and general cleaning tasks

§  Establish and maintain effective working relationships with City officials, co-workers, vendors and the general public, as well as employees of utilities and other agencies whose business is related to wastewater treatment.

§  Answers telephone and/or communicate in person and via computer in a courteous and effective manner while providing information to vendors, other departments, and the general public 

§  Perform manual work and other duties as assigned.

REQUIRED CERTIFICATES, LICENSES, REGISTRATIONS

§  Valid driver’s license equivalent to Maryland Class C in good standing.  Must provide a copy of complete driving history for consideration. 

§  As a Condition of Employment you are required to successfully pass the Maryland Class 5A Wastewater Treatment Operator License Exams within 3-years from date of employment.  The employee is required to take the exam at least once within the first 18-months of employment.  If employee fails to pass exam during first 18-months, then he shall take the exam again within the next 18-months.

§  Ability to obtain and/or have knowledge and understanding of NPDES permits.

 

OTHER QUALIFICATIONS

§  As a condition of employment the incumbent must pass respirator physical and fitness test.

§  The incumbent is required to maintain facial hair in compliance with Federal Regulations.

§  The incumbent must wear Self-Contained Breathing Apparatus during the entire time of employment.

§  As a condition of employment, the incumbent must successfully pass a criminal background check.

§  The incumbent is required to wear safety toe boots and will be required to successfully complete safety training, including and not be limited to: confined space training, CPR & First Aid, electrical safety, etc.

The District Manager reports directly to the Board of Directors and is the chief administrative officer of the Metro District. Direct reports to the District Manager include the Deputy Manager and six department heads.

EDUCATION & EXPERIENCE
